During the kick-off meeting, the Project steering committee was appointed and held its first meeting on 12 June 2007 in Beijing. It elected Holger Dalkmann, TRL/C4S as chairman and Zhang Hui, ACEE as deputy chairman. Furthermore, the steering committee agreed on a quality review system for the project.

Study Tour of Chinese partners in Europe (October 2007)

The Study Tour through Europe took place from 18 October until 1 November 2007. The Chinese project partners visited Italy and in the Netherlands.

The Italian section of the tour comprised a wide range of good practices from high-speed railways to clean-bus technologies. Real-world EPI examples were prepared in the CIVITAS-cities Rome and Nantes by ISIS and Nantes M¨¦tropole, respectively. In Bologna, the headquarters of the Region Emilia Romagna were visited.

On the second leg of the tour, further, information on SEA was provided by the experts at the Netherlands¡¯ Commission for Environmental Assessment (NCEA, previously NCEIA) in Utrecht. A visit to Environment Department of the City of Utrecht was arranged, where examples for EPI in energy and transport were presented.

The two-day Closing Seminar was organised by the Wuppertal Institute in Amsterdam. It served to discuss lessons learnt both from the study tour itself and case studies in China and to jointly develop next steps for the case study regions; best practice examples of EPI and SEA in Europe were reviewed and the financial accounting was also briefly explained.

The study tour contributed to the learning process on SEA and EPI in Europe. Since both SEA and EPI are difficult to demonstrate, the Chinese partners were introduced to many good practice examples that gave them a feeling for the diversity and practical implementation of SEA and EPI. In particular the visit to the NCEA improved the understanding of SEA implementation in Europe.
