Work Packages
The Action consists of four work packages (WP) and multiple activities that are designed in accordance with the project objectives. The four packages are divided into fourteen activities for which the various project partners are responsible.
Work Package I
WP I: Building a common understanding: Inception Stage
At the inception phase, the project-launching meeting will take place in Beijing. Wuppertal Institute for Climate, Environment and Energy (WI), all project partners, target groups and representatives from the Appraisal Centre for Environment and Engineering (ACEE) will attend this meeting.
Activities:
- Preparation of partners¡¯ agreement and development of project website
- Establishment of project management and launching meeting
- Introductory training course for the target group on environmental policy priorities for transport and energy and the role of Strategic Environmental Assessment
Work Package II
WP II: Sharing Expertise: European experiences with Environmental Policy Integration (EPI) and Strategic Environmental Assessment (SEA) in the transport and energy sector
Activities:
- Research of European experiences with EPI in transport and energy planning
- Research of European experiences with SEA
- Study tour Europe
- Closing seminar as part of the study tour
Work Package III
WP III: Learning by doing: applying innovative policies and mechanisms (EPI and SEA) in China
Activities:
- Case Study: Provincial Transport Plan Shanxi

Work Package IV
WP IV: Building capacity: Guidelines for SEA in transport and energy planning/dissemination of project¡¯s results
Activities:
- Lessons learnt and implications for guidance and legislation
- Dissemination of relevant data on SEA in transport and infrastructure planning
- Conference on spreading EPI and SEA in transport and energy planning in China
