Methodology
Methods of implementation
There will be a number of methods used in the implementation of the project. These are:
Learning Alliance
One fundamental method used within this project is the Learning Alliance (LA). A LA is characterized by a common interest of individuals or a group in promoting innovation. In this case, partners from the EU and China work together with the shared interest of learning about EPI and SEA in transport and energy planning. The most efficient experiences in the EU will be identified and ways of transferring them to the context of China will be discussed.
Website - Applied throughout the project
In order to spread the project results, a website in English and Chinese will be developed. It will provide many types of relevant information for both Chinese professionals and experts, and a broader audience.
Training Course
An initial training course will be carried out to spread European knowledge and experiences on SEA and EPI methodology. The course will also inform about the most important principles underlying these mechanisms for environmental governance. Other focuses include issues of process and different tools.
Study Tour
A ten-day study tour in Europe will be developed to present European experiences with EPI and SEA. Through presentations and discussions with key stakeholders from policy, public administration and consultancy, the Chinese partners will get impressions on how the process is organised, as well as examples of technical implementation.
Seminar and Workshops
A seminar will be held at the end of the study tour, and will consist of a) presentations of the key findings and preliminary recommendations from the research on EPI and SEA, and b) Facilitated discussion of the implications of the research and study findings.
A variety of workshops will take place at different project stages and involve participants from all levels. In addition to providing information and input on EPI and SEA, the workshops enable the development of closer collaboration between sectoral administrations.
Conference
A conclusive meeting will be organized in order to spread the project¡¯s results to a broader audience of transport and energy experts.
