EU Experiences

One of the objectives of the project is to analyse European experiences of SEA, specifically in the transport and energy sectors, in order to transfer learning from these experiences to the Chinese local context. A report was produced on ¡°European Experience with EPI and SEA in the Transport and Energy Sector¡±, which also considered wider experiences in SEA, such as of donor and aid organisations.

The report was completed as a literature review which investigated SEA legislation and regulations, law enforcement, organisational arrangements, limits of functions and powers, and organisational capacity for SEA in various European countries. Using case studies and available literature, a few recommendations for SEA of transport and energy in China were proposed.

The aim of the report was to provide a summary of SEA best practice in Europe, to transfer learning and best practice to the Chinese situation. In addition, looking at past SEA experiences in other countries will allow China to implement the most relevant and successful aspects of SEA in Europe, while improving on those less successful aspects of European SEA.
